What 혞 means
It is a syllable block, not a standalone sign. 혞 joins 혜 to final-form ᆩ, the jamo form of ㄲ. Jamo are Hangul's component letters; fonts can place them differently without changing the text.
Hangul was designed to write Korean directly, unlike older Chinese-character methods such as Idu, Gugyeol, and Hyangchal. Its original name, Hunminjeongeum, is recorded in 1443; an explanatory book followed in 1446. It later appeared in Buddhist and Confucian books, practical guides, and private letters. It became the official national writing system in 1894 and lost that status under Japanese rule in 1910. “Hangeul” appears in records from the early 1910s; these dates trace Hangul, not this syllable.

Questions people ask
1Why does 혞 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
