What 혢 means
It groups Hangul letters into one written syllable. Hangul is the Korean alphabet. The earliest recorded evidence for it is a 1443 entry in the Sejong Sillok, the annals of King Sejong. The 1446 Hunminjeongeum, a book explaining the new alphabet, set out its purpose and principles. Hangul was made to write Korean more directly than Chinese-character-based writing.
Those dates belong to Hangul's history, not the first appearance of this exact block. Hangul became Korea's official national writing system in 1894. In 혢, ㅎ is the opening consonant, ㅖ the vowel, and ㄶ a pair of consonants at a syllable's end. Computers can also store the same spelling as separate Hangul letters, or jamo: ᄒ ᅨ ᆭ.
Neutral as writing; alone in chat, 혢 reads as an unexplained fragment, not a tone cue.
A bare 혢 gives too little context to decode a message; ask for the Korean word or sentence.
