What 휼 means
Alone, 휼 takes no meaning; its word decides. It is the syllable hyul. The practical 휼 hanja in 구휼 is 恤, to pity or relieve, and the same reading can also write 譎 or 鷸. So read the whole word, not the bare glyph.
The 진휼 relief history belongs to words, not computer encoding: a 1145 Samguk Sagi passage uses 恤 for relieving or helping. Hangul was completed in 1443 and explained in 1446 as writing for people shut out by Chinese-character literacy. Later Joseon administration used 진휼 for feeding or aiding famine or disaster victims.

Questions people ask
1Why does 휼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
