What 쾦 means
Not by itself; it is a syllable block.
Hangul groups letters, called jamo, into syllable blocks. Here the jamo are an initial consonant ᄏ, the vowel ᅫ, and the final consonant ᇁ.
Why are Hangul syllables written in blocks?
Each block groups the letters for one Korean syllable.
King Sejong devised Hangul in 1443 because Korean differed from Chinese, while Korean writing relied on Chinese characters. The new alphabet used a small set of letters designed to be easier to learn and combine.
A 1446 book called 훈민정음 explained the script’s purpose and design. Hangul later gained official status in 1894. The modern set of Hangul syllables stored as single characters, including 쾦, follows a Korean standard from 1992.

Questions people ask
1Why does 쾦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
