What 맺 means
It has no fixed meaning outside the Korean word around it.
In 맺다 (maetda), the verb covers droplets forming, fruit bearing, tying a knot, finishing something, and forming a relationship. The word is recorded in Middle Korean in 1447, so that evidence belongs to 맺다 rather than to a separate emblem tradition.
Hangul was made for Korean writing. Its syllable-block design was completed in 1443 and explained in 1446; Unicode decomposes 맺 as ㅁ + ㅐ + ㅈ. That connects this glyph to Hangul's jamo-and-block system, not to a pictorial symbol family.
