What 녩 means
Use a Korean 2-set keyboard and enter the jamo in order.
With Korean input active, type ㄴ ㅖ ㄹ ㅌ; the input method editor combines them into 녩. On the standard QWERTY-labelled Dubeolsik layout, the keys are S, ShiftP, F, X. The unfinished block may redraw while the input method composes it.
A method that accepts Unicode's conjoining jamo can instead enter ᄂ ᅨ ᆴ; these are position-specific forms for the same initial consonant, vowel, and final cluster.
What is 녩?
It is one Korean syllable block made from consonant and vowel letters.
In Korean text, 녩 contributes a syllable; the surrounding word or sentence supplies the meaning.
Hangul was created by King Sejong in 1443 to make Korean writing easier to learn, especially for people shut out by Chinese-character literacy; its first name was 훈민정음. Before Hangul, Korean writers used Chinese characters and adapted them to record Korean speech. The 1446 book bearing that name explained the new letters and their syllable blocks. Chinese characters remained dominant in official writing until Hangul became Korea's official writing system in 1894.
