What 핍 means
It contributes one syllable; it has no fixed meaning on its own. The block combines ㅍ (the first consonant), ㅣ (the vowel), and ㅂ (the final consonant); that last letter sits below and closes the syllable with a short p-like sound.
Before Hangul, Korean was also written with Chinese characters and systems such as idu, hyangchal, and gugyeol, which adapted those characters to represent Korean speech and grammar. Hangul was devised in 1443 and its principles were published in 1446 as a writing system meant to make Korean easier to learn. It groups consonant and vowel letters into syllable blocks such as 핍.
Neutral as a written syllable; the surrounding word or sentence supplies the tone.
A lone 핍 does not reveal a sender's intended message; ask for the full word or context.
