What 룿 means
It is a Korean syllable block, not a complete message.
The Unicode name RUC is built from the three component letters ㄹ, ㅜ, and ㅊ; it is not a translation or a chat meaning. In Korean writing, read the surrounding word to understand the syllable's role.
Hangul's letters were created in 1443, and an explanatory manuscript about the script was published in 1446. The design combined a small set of letters into syllable blocks to make Korean easier to write and learn. Later standardization shaped which blocks counted as modern: a 1933 spelling standard excluded obsolete syllable blocks, and the modern Hangul syllable repertoire follows the Korean character standard KS C 5601 from 1992.
how to type 룿
Type its three Korean jamo in order with a Korean IME.
With Korean input active, enter ㄹ, then ㅜ, then ㅊ; the input method joins them into one syllable block. In source code, \uB8FF names the precomposed character directly.
Unicode can store the same text as the precomposed block or an equivalent sequence of conjoining jamo (Korean letters). NFD separates the components; NFC recomposes the block.
Fonts may change the components’ shape, size, or placement within a block. That visual variation does not by itself change the character.
Neutral Korean text, not a reaction or tone marker.
Alone in a message, it reads as unexplained Korean text.
