What 룗 means
룗 is a Hangul syllable block, not a word by itself. A Korean word containing it supplies the meaning. Its jamo (letter parts) are ᄅ (initial consonant), ᅭ (vowel), and ᆲ (final consonant cluster). That cluster is a compound batchim, whose pronunciation can depend on what follows.
The 1446 guide Hunminjeongeum describes Hangul as a more accessible way to write Korean speech than using Chinese characters. 룗 is a regular combination of Hangul letter parts, not a separately invented sign.
How do I type 룗?
Use a Korean input method. A Korean IME combines letter parts into Hangul blocks; enter ㄹ, ㅛ, ㄹ, then ㅂ to form 룗.
The same syllable can also be encoded as conjoining jamo, and font shaping may place or size the components differently.
