What 룚 means
Meaning comes from the Korean word or name around it.
Hangul builds square syllable blocks from jamo, its consonant and vowel letters. 룚 contains initial ㄹ, vowel ㅛ and final consonant cluster ᆵ; ㄿ is the compatibility-jamo form of that cluster.
King Sejong's court designed Hangul in 1443, first calling the script 훈민정음 (Hunminjeongeum, roughly “Proper Sounds for Teaching the People”). A 1446 book with that title explained its design and purpose: a writing system for Korean that was easier to learn than Chinese characters, then used to write Korean. Early spelling conventions were revised in 1461, 1465 and 1496; 룚 follows the general initial vowel final pattern.
A structural writing unit, not a social cue.

1Why does 룚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
