쇶 is a Korean Hangul syllable block, not an emoji. It contributes one syllable to a Korean word; by itself, it has no standalone word meaning.

Text symbol

What 쇶 means

Its meaning comes from its Korean word.

Hangul was designed for Korean speech, which Chinese-character writing fit poorly. Its creation is recorded in 1443, with public explanation in 1446. Idu, Hyangchal, and Gugyeol were earlier Korean writing practices using Chinese characters, not ancestors of 쇶.

Hangul became official in 1894; Japanese rule suppressed it in 1910–1945, and it was restored after independence in 1945.
