What 써 means
The sentence decides which sense of 써 is meant. It can express several meanings of the Korean verb 쓰다, so the syllable alone does not settle the translation.
써 is the form of 쓰다 used with the Korean ending -어. In this contraction, the vowel ㅡ drops, leaving 써.
Why is 써 written as one block?
The block combines the consonant ㅆ and vowel ㅓ. Hangul arranges the letters of a syllable inside one block; they are not a single indivisible letter. In 써, ㅆ is the consonant and ㅓ is the vowel.
The earliest record of Hangul dates to 1443, and its explanatory book was published in 1446. The script was designed to make writing Korean more accessible to people who had not learned Chinese characters.
The Korean state made Hangul its official script in 1894. A 2009 study proposed a connection between Hangul’s vowel design and Phags-pa, another script; that is a proposed influence, not proof of direct descent.
