What 쏩 means
It is one Korean syllable; its word meaning comes from context. Hangul arranges letters into blocks that represent syllables: ᄊ leads, ᅩ is the vowel, and ᆸ closes the block. A lone 쏩 needs more context to read as a message. Fonts may change the block's appearance without changing its letter sequence.
King Sejong devised Hangul in 1443 to make writing Korean easier to learn and use. The 1446 Hunminjeongeum, a guide to the new writing system, explained its purpose and principles. Before Hangul, writing practices such as idu and hyangchal adapted Chinese characters to record Korean sounds and grammatical endings. Hangul received official national status in 1894.

fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
