What 섆 means
It is a Hangul syllable block with no standalone word meaning. Hangul packs consonant and vowel letters, called jamo, into square blocks. 섆 decomposes into ᄉ ᅤ ᆭ: an initial consonant, a vowel, and a final consonant. If someone sent you only 섆, the glyph alone gives no reliable message to infer.
Hangul was devised to write Korean, previously written with Chinese characters. Its original name, Hunminjeongeum, appears in a 1443 record; an explanatory book was published in 1446. A 1933 Korean spelling standard excluded obsolete syllable blocks from modern use; Unicode can represent older Korean with separate jamo. One 2009 study argues that Phags-pa, a script of the Mongol Yuan dynasty, influenced some Hangul vowels and ㅇ; it does not connect this block to Phags-pa.
