What 텎 means
It combines the consonants ㅌ and ㄲ around the vowel ㅔ.
Hangul was created in 1443 and published in 1446 to make Korean easier to write and learn. A 2009 paper proposes a Phags-pa influence on Hangul's vowels; Phags-pa was a Mongolian writing system. A 2010 history from the National Institute of the Korean Language says Hangul had no direct outside influence, so the proposed link is disputed.

fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
