What 퇗 means
Three conjoining jamo make up the syllable block. The Hangul decomposition of 퇗 is ᄐ ᅪ ᇂ: an initial consonant, a vowel and a final consonant. These are Hangul letters in forms that join together; their familiar standalone forms are ㅌ, ㅘ and ㅎ.
Why was Hangul created?
To let people write Korean directly in its own script. Before Hangul, Korean was written with Chinese characters and systems adapted from them, even though the languages differ. King Sejong devised Hangul in 1443; the script was first called 훈민정음. In 1446, a book with that title explained its principles and purpose.

Questions people ask
1Why does 퇗 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
