What 튓 means
It spells one Korean syllable, not a message by itself.
Written as separate Hangul letters, the block contains ᄐ at the start, ᅱ as its vowel, and ᆺ at the end. Hangul fits those sound parts into one syllable block; the word containing it supplies the whole word's meaning.
Why was Hangul created?
Before Hangul, Korean writing used Hanja, Chinese characters employed in Korean, and Idu, a method of using Chinese characters to write Korean speech. Hangul was designed to make spoken Korean easier to write. Its creation was recorded in 1443, and the guide Hunminjeongeum was published in 1446.
The new script faced resistance among elites but came into broad use by the late 19th century; it later became the main writing system in both Koreas. A possible influence from Phags-pa, a Mongolian script, remains debated; that question concerns Hangul's design, not this syllable's meaning.
