What 틘 means
It is one Korean syllable, not a full message by itself. Hangul was designed in 15th-century Korea to represent Korean speech and make writing easier to learn. Records place the invention of 28 letters in December 1443 and the completion of Hunminjeongeum, a guide to the new script, in September 1446.
This block joins ᄐ, its opening consonant; ᅴ, its vowel; and ᆫ, its final consonant. If someone sends it alone, ask for the surrounding word: this one syllable does not reveal what they intended.

Questions people ask
1Why does 틘 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
