It imitates a thin, high buzzing or whining sound.
A 1990 Korean sound-word list records 웽 and 웽웽. A 2005 medical paper on tinnitus—ringing heard without an outside sound—includes a form beginning 웽-; a 2022 Samsung service guide uses 웽~ for refrigerator compressor or fan noise.
Hangul was devised in 1443 and promulgated in 1446 as a writing system for Korean; its consonant and vowel letters join into syllable blocks. In 웽, initial ㅇ is silent, ㅞ sounds roughly like “weh,” and final ㅇ gives the nasal ending in “sing.” Those dates refer to Hangul, not to this particular syllable.
