What 옟 means
Three Hangul letters fill one syllable block.
Here, ㅇ fills the initial position without a consonant sound, ㅖ is the vowel, and ㅊ is the final consonant. Hangul letters represent sounds and group them into syllable blocks.
King Sejong devised Hangul in 1443 to make Korean easier to write. The 1446 guidebook Hunminjeongeum explained the new letters and how they fit together; before Hangul, writers relied on Chinese characters to write Korean.
