What ⨗ means
An integral whose extra arrow mark the author defines. The tall S-shape is the ordinary integral sign, which stands for summing a quantity continuously. Its Unicode neighbours add marks with fixed jobs ( marks anticlockwise integration, a finite-part integral), but ⨗ has no such standard definition. If you meet it in a paper, look for the author's note on notation.
It was encoded in Unicode 3.2 so that the full set of technical symbols from older typesetting standards could be written as real characters. Before that, MathML's 1998 character tables could only give it a private-use code, E39A, that worked in specific fonts. The entity name intlarhk is short for "integral, left arrow, hook".

1Does ⨗ have a standard mathematical meaning?
No. Unlike the ordinary integral , it has no definition taught in standard courses; the author of a formula using it explains what the hooked arrow signifies.
