What 𛅕 means
A small katakana ko used in specialist writing.
A 1992 Japanese print reference shows horizontal and vertical forms. Adobe’s Japanese font collection included it by 2000 and added versions with adjusted widths and versions for small reading guides by 2002.
It is the small counterpart of コ, read “ko”; its size alone does not make a word mean “little.”

1Why does 𛅕 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
