What ᧺ means
It marks day ten of the waning half.
In Khmer, dap means ten; Roc names the half after the full moon. “10 Roc” identifies the lunar day in a Khmer date.
The stacked form is one character, not a number plus a mark.
When did people first use ᧺?
Use is documented by 2002.
A 2002 proposal says lunar-date signs were already used daily in Cambodia. It sought computer support because Khmer text encoding lacked lunar dates; it gives no earlier date.
A 2024 calendar overview reproduces a 2022 official Cambodian certificate pairing lunar and Gregorian dates; its author says they had not seen these signs in documents.

1Questions people ask
1Why does ᧺ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
