What ຯ means
It marks omitted words or shortened wording. The Lao ellipsis also serves as an abbreviation mark; the repetition sign ໆ has a different job.
Written as ຯລຯ, it means “and so on,” equivalent to “et cetera.” Some references instead use ໆລໆ for that list ending.
Thai ฯ is a separate abbreviation mark in a historically related script, while … is a horizontal ellipsis also used in Lao. These are distinct signs; the surrounding script and punctuation help determine which fits.

1Why does ຯ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
