What ຸ means
It supplies the syllable’s short u vowel. In ກຸ, ກ is the consonant; ຸ is the vowel sign.
Lao writing descends from Khmer and is closely related to Thai. It began as an abugida, where consonants carried an unwritten vowel. Reforms leading up to 1960 made spelling more alphabetic; a 1975 reform simplified and standardized it.
Manuscripts document Lao writing by the 15th–16th centuries. In Laos, Tham scripts served mainly religious writing; Lao Buhan, an older vernacular Lao script, served secular texts.

1Questions people ask
1Why does ຸ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
