What ₘ means
It preserves a lowered m as part of the text. In some specialist phonetic alphabets, a letter’s lower position changes how it relates to a sound; the position carries information. For ordinary equations, a subscript usually describes layout, so formatting or markup can place an ordinary m below the line more flexibly.
Why is there a subscript m character?
It serves notation and older text conversion. Subscript letters belong to a set used in specialized phonetic alphabets. Many characters in the same Unicode block also support reversible conversion to and from older character encodings. A proposal in 2009 grouped additional phonetic subscripts with the existing set, extending it for particular notation needs rather than general styling.
Technical; it fits notation that assigns meaning to a lowered position.
For ordinary math, do not treat ₘ as a substitute for subscript styling.

1Questions people ask
2Can I use subscript m in math?
Usually, no. For an ordinary mathematical subscript, use formatting or markup; ₘ makes sense when plain-text notation assigns the letter a specific role.
Why does subscript m look wrong?
Its apparent height or position can vary with the font. Font substitution can change the glyph’s size and baseline, but the text still contains the same character.
