What ⦃ means

It marks where a mathematical group begins.

MathML treats it as a stretchy fence, enlarged to fit the expression it encloses.

Unicode's date is not the bracket's origin

In 2002, Unicode broadened its math repertoire for formula software, drawing on math-and-science symbol sets from ISO (the International Organization for Standardization) and STIX (Scientific and Technical Information Exchange), a collection of technical-publication symbols.
