What 🀩 means
It is the Winter tile in a Mahjong set.
The 2006 Unicode proposal calls Mahjong's origin unknown. One theory links it to Mádiào, a Chinese card game popular in the early Ming dynasty. Other accounts place Mahjong's creation around 1850 in Ningbo, where two brothers engraved card designs on ivory-and-bamboo tiles, or say Chinese army officers invented it during the Taiping Rebellion as a pastime.
