What 𑲮 means
𑲮 is the lower Ha in a Marchen syllable stack. It follows a base consonant and sits beneath it; the base, this subjoined consonant, and any vowel signs form the syllable. By itself, it is not a complete syllable or word.
Marchen was used to write historic Zhangzhung and in Bön liturgical writing. Bön origin accounts place the Mar scripts in pre-Buddhist Zhangzhung, but this is an origin tradition, not a secure date for Marchen. The Menri seal cited as early evidence is undated and may be a later reproduction. Unicode 16.0.0 records Marchen in modern Bön literature and inscriptions, and Tibetan writing in Bön contexts.
A study of historical script forms describes the wider Greater Mar style as combining Nāgarī, an Indic script tradition, with Tibetan headed writing, whose letters have a top stroke; it places most related ornamental scripts after the tenth century. Marchen stacks consonants vertically, as Tibetan writing does, but does not use the Tibetan tsheg mark that divides syllables. Marchung is another Bön script, distinct from Marchen.
Specialist and context-bound: it marks a lower consonant in a written syllable and carries no separate conversational tone.

1Why does 𑲮 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
