What 𝕌 means
It is a mathematical letter; context gives it a role. In set theory, U often names the universal set, everything under discussion; some texts use 𝕌 for it.
Why are its strokes doubled?
They made bold letters easier to read on a blackboard. With ordinary chalk, mathematicians doubled some strokes by hand; the same style also appears in printed math.
A 1965 book by Gunning and Rossi explored functions with several complex-number inputs and is an early printed example. Unicode's mathematical alphabet lets styles like this be written as characters.

2Questions people ask
1Why does 𝕌 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
