What ⟮ means
It opens a specially shaped group in mathematical notation.
TeX had the paired \lgroup and \rgroup commands before Unicode encoded matching characters. A 2007 Unicode proposal describes their occasional use around tall expressions; the Unicode characters let math systems represent these shapes directly.
What is \lgroup in TeX?
\lgroup is TeX's command for this left delimiter.
MathML treats it as an opening, stretchy, symmetric fence. It can grow to match a tall expression; symmetric means the glyph is centered around the formula's horizontal midline.
Technical and typesetting-specific; it signals deliberate mathematical notation.
Use it when the flattened shape is intended; it is not a drop-in substitute for every parenthesis.

Questions people ask
1Why does ⟮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
