What 𝗷 means
It is the lowercase Latin j in a bold sans-serif math alphabet.
Letter styles in a formula can label different quantities, so 𝗷 and j may refer to separate things. This character does not come with a built-in formula role: the surrounding notation tells you what it represents.
Why keep a bold j as its own character?
Because letter style can change mathematical meaning.
The STIX project, which coordinated fonts for scientific and technical publishing, began in 1997. A 1998 Unicode proposal explained that scientific publishers already used mathematical alphabets: two styles of one letter can stand for different quantities, and collapsing them can garble a formula. The expanded alphabets also completed a smaller earlier group of styled math letters called Letterlike Symbols. They preserve a mathematical convention in plain text; they were not made for general bold prose.
Mathematical or technical notation, where a letter’s style can distinguish one symbol from another.
For ordinary bold text, use text formatting; 𝗷 is a different character from j.

Questions people ask
1Does NFKC turn 𝗷 into j?
Yes. NFKC, a Unicode form that normalizes compatibility differences, maps mathematical styled letters to base letters; this one becomes j. Avoid that conversion when a formula depends on the distinction.
