What ⦛ means
It marks a measured angle whose opening faces left.
Angle notation predates this exact sign. A medieval translation of a geometry work uses an arc for an angle; Pierre Hérigone's 1634 math textbook Cursus mathematicus includes an angle mark. A proposal for encoding mathematical characters around 2000 lists this left-opening form. The older examples concern angle notation generally; the proposal names ⦛ specifically.

1Why does ⦛ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
