What ᴰ means
In UPA, ᴰ marks a very brief d sound. The raised position signals that briefness.
UPA was proposed for precise transcription of Finno-Ugric languages such as Finnish and Hungarian. Its first proposal appeared in 1901 in the first issue of Finnisch-Ugrische Forschungen, a scholarly journal on Finno-Ugric studies. UPA also appears in Uralic, Turkic and Mongolic work. Some publications use the International Phonetic Alphabet (IPA), and strictness in following UPA conventions varies.

1Why does ᴰ show as a box on some devices?
Not every system ships a font for the Phonetic Extensions block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
