What 𞁁 means
A pronunciation mark, not a normal word letter. In a Cyrillic transcription—a spelling that shows how a word sounds—𞁁 can mark a short vowel transition or a changed u sound beside a softened consonant (made with the tongue raised toward the roof of the mouth). The notation key gives the exact reading.
A Ukrainian pronunciation dictionary from 1984 and a Russian one from 1989 show this raised form in print; Unicode encoded that existing notation.
