What 𞁇 means
It marks fine sound detail, not one fixed sound.
Phonetic transcription is a written guide to speech. In Russian [ы𞁇], the modifier marks a fleeting vowel between ы and э in an unstressed syllable.
By 1905, Serbian linguist Aleksandar Belić used raised and lowered letters for stronger and weaker vowel values. Later, some transcription keys use superscripts for sound detail and subscripts for patterns among sounds.
