What 𐞖 means
It modifies a nearby sound in phonetic transcription.
It can mark an added constriction in the mouth or throat, a sound made incompletely, how a sound is released, or a feature at its start. The base sound and transcription determine the exact reading.
Examples from 2008–2011 show that this modifier was in use by then, not when it first appeared. The IPA practice of superscript “small indices”—small markers attached to sounds—is traced to 1949; an example appeared on a chart in 1979. Raised styling can imitate the shape without encoding its role.

1Why does 𐞖 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
