What ᶦ means
It marks a sound detail in phonetic transcription.
This raised spacing letter gets its value from the notation system around it; it is not an i given superscript styling for decoration.
Americanist phonetic transcription, one tradition for recording speech sounds, varies for a vowel made with the tongue toward the front of the mouth and the lips unrounded: some sources use small-capital I, others a raised iota, the Greek letter. An encoding proposal for phonetic modifiers cites published examples of the small-capital-I form from 1994 through 2003, showing its use in print before Unicode encoded it.
Technical by nature; in ordinary prose, it reads like an unexplained transcription mark.
Do not use it as decorative superscript; the raised shape marks a phonetic convention.

1Why does ᶦ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
