What ᶢ means
Its exact job depends on the transcription convention. ᶢ is the raised form of ɡ, the open-tail g used in phonetic writing. Depending on the system, a superscript may mark a short onset, a release, or a secondary sound transition; the glyph alone does not choose among those readings.
Why is the g raised?
The raised shape marks a notation role, not decoration.
Superscript phonetic notation predates Unicode: a 1900 chart of the International Phonetic Alphabet (IPA) includes the example ʃᶜ̧. In Americanist phonetic notation, a system used in some linguistic descriptions, linguist Edward Sapir used superscript consonants for a weakly pronounced or echoed consonant, or a consonant-like glide. These are system-specific conventions, not a universal definition of ᶢ.
Technical phonetic notation; read it using the transcription system’s key.
Without that key, the raised g does not tell you a single sound.

1Questions people ask
1Why does ᶢ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
