What ᠑ means

It represents one in the Mongolian and Todo digit set.

Mongolian numerals developed from Tibetan numerals in the thirteenth century.

The same ten-digit decimal set serves Mongolian writing and Todo, a modified form of the Mongolian script. Manchu and Sibe writing has no special digit set; traditional books may use Chinese number characters instead. On Mongolia’s 1925 banknotes, every inscription and number was in Mongolian script.

Why does ᠑ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
