What ១ means
It means “one” in Khmer writing.
Its value is one. The early evidence is inscriptional: a Sambor temple stele records a Khmer date as 605, equivalent to 683 CE, in a religious endowment record.
The value stayed one while the system around it changed. Old Khmer used extra signs for 10, 20, and 100; modern Khmer uses native decimal digits. Thai and Lao one-digits are historically connected through older Khmer script, so they are related forms, not interchangeable Khmer characters.

It can. Khmer typefaces include upright and round styles, so the silhouette may change while the value stays one.
