What ႘ means
It marks eight in Shan writing.
Since the 1960s, Shan digits have been used alongside Myanmar and European numerals. Shan writing may use Myanmar or 0–9 instead; in China, the related Tai Le writing system, also called Chinese Shan, mainly uses 0–9.
Before the fifteenth century, the Tay/Shan script borrowed Burmese writing for practical use and political prestige. The earliest dated Tay/Shan evidence discussed in a historical study is a Chinese scroll painting from 1407. The study rejects Lik Tho Ngok as Tay’s ancestor and notes that the Ahom script predates Tay.

1Why does ႘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
