What ᧒ means
It is the number two in Tai Lue number writing.
New Tai Lue was developed in China in the 1950s as a reform of older Tai Lue spelling, to reduce overlap and ambiguity in teaching and print. Its roots include Tai Tham, also called Lanna, an older regional writing tradition linked to Old Mon. The wider Dhamma script tradition appears in Buddhist manuscripts by CE 1376; that date belongs to the older tradition, not to this digit.
Older Tai Lue continued in religious manuscripts, while the reformed form entered schools, newspapers, and books. The reform changed the writing system, not the value of ᧒.

1Questions people ask
1Why does ᧒ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
