What 🗈 means
It labels something written down or meant to be kept.
Sent alone, it points to a reminder, annotation, or document. As a text glyph rather than emoji artwork, its outline can vary by font.
Wingdings 2 is a font that includes office icons; a Unicode proposal maps 🗈 to the written-material icon labeled filetext1 in that font. Medieval nota marks are a separate, older practice: Latin manuscript evidence places them from the fifth century onward, where they flagged passages of interest. 🗈 refers to written material; those marks called attention to a passage.
