What ⒚ means
It is the list marker for number 19. The full stop belongs to the mark: it reads like “19.” before an item, not like sentence-ending punctuation.
Enclosed marks like this were designed as numbered list markers. As of Unicode 16.0, rich-text list styles had largely replaced them in formatted lists; they remain encoded for plain text and compatibility with older East Asian character sets.
