What 𐎿 means
It marks a sound, not a translation. Sa is its conventional reading; in the Old Persian transcription pārsaiy (“in Persia”), it writes s.
When did Old Persian cuneiform first appear?
It was devised for royal inscriptions. First attested at Behistun around 520 BCE, Old Persian cuneiform was developed under Darius I. The monument’s text describes writing Old Persian in a new script. Its wedge-shaped signs resemble Mesopotamian cuneiform, but it is an independent system apart from one borrowed sign for l. Modern Persian uses an Arabic-derived script.

Questions people ask
1Why does 𐎿 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
