What does ㈈ mean in Korean writing?
It is a Korean consonant enclosed as a document label.
A 2019 Korean discussion describes written lists marked with the Hangul syllables 가, 나, 다, 라 or the consonants ㄱ, ㄴ, ㄷ, ㄹ. The first series uses full syllable blocks; the second uses consonant letters. The list context tells you what the label counts.
Why was ㈈ made?
It gives a Korean consonant a compact parenthesized form for text exchange.
A Korean character-set family dates to 1974; parenthesized Hangul forms appear in row 9 of the 1992 edition of KS C 5601, a Korean text-encoding standard. Unicode’s block notes connect these forms to that standard.
Unicode’s chart maps this character to the sequence (ᄌ), where ᄌ is the Hangul consonant used at the start of a syllable. A font without a form for ㈈ may show a replacement mark.
A document-style label form for a Korean consonant.
If ㈈ arrives alone, treat it as a label fragment; the surrounding list or document supplies its reading.

1Why does ㈈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
