What ㈑ means
It marks the fourth item in a Korean lettered list.
Korean document-writing guidance uses (가), (나), (다), (라) for items nested within another list. ㈑ is the compact single-character form of the last label.
Is ㈑ the same as (라)?
In meaning, yes; as text, no.
Unicode's compatibility form for ㈑ is (라): an opening parenthesis, one Hangul syllable, and a closing parenthesis. Both mark the same list item, but only ㈑ is one character.
Formal and document-like: it marks an item in a Korean nested list.
Questions people ask
1Why does ㈑ show as a box on some devices?
Not every system ships a font for the Enclosed CJK Letters and Months block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
