What ㉐ means
It abbreviates “Partnership” in KPS 9566-97.
Published in 1997, KPS 9566-97 was a DPRK character set for technical information interchange. In 2001, a proposal described symbols in the set as common in the DPRK user community and grouped this sign with abbreviations for limited liability and facsimile.
Why can ㉐ turn into PTE?
Compatibility normalization expands it to PTE.
When software applies Unicode compatibility normalization—a text-conversion rule—it replaces the square sign with the three Latin letters PTE. If a document needs to preserve the square form, avoid that conversion.
A technical partnership abbreviation in its documented DPRK character-set context; surrounding text should decide any extra reading.

Questions people ask
1Why does ㉐ show as a box on some devices?
Not every system ships a font for the Enclosed CJK Letters and Months block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
