It began as a Japanese beauty-salon icon
💆 came from Japanese mobile-phone emoji. A 2008 Unicode mapping table lists it under the older name 'Face Massage' and the carrier label エステ (esute, Japanese shorthand for beauty treatment or a beauty salon). The carriers KDDI and SoftBank gave it different private codes; Unicode gave it one shared code that works across phones.
Early Google and Microsoft designs put the hands on the cheeks, so it looked like a face rub, and many platforms drew a woman until default artwork moved to gender-neutral figures in the late 2010s. Those are drawing differences within the same emoji.
Does the man or woman version change the meaning?
No — it only changes who is pictured. The man and woman versions, added in 2016, still mean the same massage or break. The default figure simply leaves the person unspecified.
